Visualizing costmaps, possibility to read velodyne obstacles

Hi, here a pull request to include the possibility to visualize costmaps in an rviz config, and to use the velodyne pointclounds into an obstacle layer of the costmap used by the iliad_smp planner (this allows to see not mapped obstacles).
